Chomsky further touches on how the modern public relations industry has been influenced by Walter Lippmann’s theory of "spectator democracy", in which the public is seen as a "bewildered herd" that needs to be directed, not empowered; and how the public relations industry in the United States focuses on "controlling the public mind", and not on informing it. Media Control is an invaluable primer on the secret workings of disinformation in democratic societies.

THE ROLE OF THE MEDIA in contemporary politics forces us to ask what kind of a world and what kind of a society we want to live in, and in particular in what sense of democracy do we want this to be a democratic society? Let me begin by counter-posing two different conceptions of democracy. One conception of democracy has it that a democratic society is one in which the public has the means to participate in some meaningful way in the management of their own affairs and the means of information are open and free. If you look up democracy in the dictionary you'll get a definition something like that.

An alternative conception of democracy is that the public must be barred from managing of their own affairs and the means of information must be kept narrowly and rigidly controlled. That may sound like an odd conception of democracy, but it's important to understand that it is the prevailing conception. In fact, it has long been, not just in operation, but even in theory. There's a long history that goes back to the earliest modern democratic revolutions in seventeenth century England which largely expresses this point of view. I'm just going to keep to the modern period and say a few words about how that notion of democracy develops and why and how the problem of media and disinformation enters within that context.

About Noam Chomsky

Born in Philadelphia in 1928, Noam Chomsky is known throughout the world for his political writings, activism, and for for his groundbreaking work in linguistics. A professor at Massachusetts Institute of Technology since 1955, Chomsky gained recognition in academic circles for his theory of transformational grammar, which drew attention to the syntactic universality of all human languages.

But it is as a critic of unending war, corporate control, and neoliberalism that Chomsky has become one of the country's most well known public intellectuals. The 1969 publication of American Power and the New Mandarins marked the beginning of Chomsky's rigorous public criticism of American hegemony and its lieges. Since then, with his tireless scholarship and an unflagging sense of moral responsibility, he has become one of the most influential writers in the world. Chomsky is the author of Manufacturing Consent: The Political Economy of the Mass Media (with Edward S. Herman), Profit Over People: Neoliberalism and Global Order, and over one hundred other books. To this day Noam Chomsky remains an active and uncompromising voice of dissent.
