WASHINGTON (CNN) -- President Bush responded Tuesday night to the events of a day of unfathomable death, destruction and heartbreak in America's centers of commerce and government by expressing the "steel" will of the United States to heal her deep wounds, and to administer justice to those responsible for carrying out the most shocking simultaneous acts of criminal violence in U.S. history.
"Today, our fellow citizens, our way of life, and our very freedom came under attack in a series of deliberate and deadly terrorist acts," Bush, speaking from the Oval Office, said of the destruction of New York City's landmark World Trade Center, the attack on the Pentagon in Arlington, Virginia, and the crash of a hijacked jetliner in rural Pennsylvania.
"Thousands of lives were suddenly ended by evil, despicable acts of terror," Bush said. "The sight of planes flying into buildings, fires burning, huge structures collapsing filled us with disbelief, terrible sadness and a quiet, unyielding anger."
That anger, Bush said, would be turned into resourcefulness and resolve, as the United States seeks to retain her mantle as the "brightest beacon of freedom and opportunity in the world," and as she ferrets out those responsible for Tuesday's multi-pronged attacks.
"These acts shattered steel, but they cannot dent the steel of America's resolve," Bush said. "Our military is powerful, and it is prepared."
"Our first priority is to get help to those who have been injured, and to take every precaution to protect our citizens at home and around the world from further attacks," Bush continued.
And, sounding an ominous note not only for suspected terror organizations but also for the nations that may give them aid and shelter, Bush said, "We will make no distinction between the terrorists who committed these acts, and those who harbor them."

During World War Two, England was under great threat of imminent invasion and called upon its citizens to form Home Guard Units to defend the kingdom. We are not yet at that dire circumstance, but soon we may be. We have been attacked, the Enemy has infiltrated our country and used subversive means to tear down every institution of our liberty with frivolous lawsuits, mockery of justice, discrediting of our officials and ridicule of our traditions, turning young against old, all the very techniques given by Sun Tsu is Chapter 13 of his classic The Art of War, written over 3,000 years ago.
The types of threats and attacks the British Home Guard prepared for are the same as we face today: bombs, fires, air raids, gas attacks, sabotage, kidnapping and assassination. If not here, then certainly when traveling abroad. It is therefore our intention to draw upon the proven methods of this organization for both inspiration and methodology. Learn these lessons well.
Likewise, the American Boy Scouts served with distinction during WWII, thwarting many Axis plots to disrupt American communications, war industry, and civilian targets, merely by using their powers of observation and accurate, credible reporting to the appropriate authorities.
Their history, traditions, organization, training methods and personal skills also serve as an example of the duties and responsibilities of every good citizen.
Those wishing to form independent American Home Guard Units should wear an American Flag Patch or Flash. The official uniform of each unit, should they choose to have one, should be determined by the Democratic Process in accordance with Robert’s Rules of Order, the long time standard for informal meetings and discussion, and should be appropriate for public display. We encourage all Citizens of the United States of America to wear an American Flag patch on their jacket or outer coat as a symbol of support and unity for this, our most noble cause and country. At one time, after 911, “United We Stand” enameled flag pins were available from the U.S. Post Office and could be worn as part of the dress uniform or everyday wear.
Home Guard training should include use and distribution of Citizen band Walkie-Talkies, the establishment of Communications Networks and Call Signs; regular patrols and coordinated reporting to local authorities similar to Neighborhood Watch Programs; First Aid and Disaster Relief, as well as training of the unit to serve as Civilian Militia under law enforcement or military command, should the need arise. And, we believe it will. Local law enforcement, the American Red Cross, and the Office of Homeland Security are excellent sources of instructional materials, Civil Defense, Disaster and First Aid Training, pamphlets, brochures, organizational support, and on site training.
Heroes do not set out to be heroes. Sydney Carton, who sacrificed himself on the guillotine so that his beloved might be happy with the man she loved in A Tale Of Two Cities. The Marine who throws himself on a grenade to save his buddies, doesn’t get up one morning and decide that he will charge the machine gun nest single handed. The mother who defends her young against wild animals or fire. None of these are even aware of the power they possess, until it is needed.
So too, it is with heroes. They appear when the need arises. And, the need has come…
Once again the world is at war. It has been called the “first war of the 21st century.” We say, let it be the last war man will ever fight.
We have seen the invasion of our country and allies all over the world by waves of “refugees” who, rather than being grateful for the kindness and compassion of their host countries, refuse to assimilate and embrace their new found freedom.
Instead, they perpetrate unprovoked attacks on the street, and form rape gangs, terrifying the populations of whatever city they choose to occupy. They march in the street, blocking commerce and traffic claiming to be “above the law,” and become mobs demanding that the slavery they pretend to be fleeing from be inflicted on the newly conquered territories of their hosts.
They riot, loot and steal without the slightest provocation. They murder with impunity. They plot terrorists attacks against their host governments and mock them in their own courts of justice. And, are even defended against the citizens of these nations in the name of “political correctness” and “non-discrimination.”
They are an unpaid, untrained, unstructured, undisciplined army of mental patients and criminals who only need be unleashed upon one’s neighbor and allowed to run amok.
Even in America, since 911, patriotism has been stifled.
It is permitted for the un-patriotic to burn the flag, to urinate on it, to discredit everything associated with it in the name of freedom of speech. But, to fly it on national holidays or at sporting events or on your own property, to display it with pride, is virtually forbidden.
We encourage all Citizens of the United States of America to demonstrate their patriotism by supporting law enforcement and reporting suspicious activity to the appropriate authorities. Even if nothing is done. Even if you are persecuted for “whistle-blowing” to reveal a threat. If you SEE something-SAY something!
We must fight back and drive these invaders from our Homeland. And, be ready for whatever injuries or damage they might inflict upon us.
UNTIL VICTORY IS OURS!
We, the members of the American Home Guard, hold these truths to be self-evident, that all men are created equal, that human beings have value and worth, that the individual is free to choose among a great variety of techniques and belief systems and select the one best suited for himself without cause for rancor or recrimination from anyone, and to change it and try another if he is not satisfied. There are no masters, nor slaves, only human beings.
And, in order to from a more perfect union, provide for the public welfare, defend the greatest nation on earth from all enemies foreign and domestic, and secure the blessings of liberty, peace, justice, equality and fraternity for ourselves and our posterity, do ordain and establish the American Home Guard in the name of freedom and democracy.
We believe that one man in the right place at the right time can affect the course of history.
We believe that such men, and women, need not be highly or specially trained, though many are; nor that they need be motivated by propaganda and religious or patriotic zeal. But rather that they arise spontaneously in times of need as a necessary part of the inevitable cycle of change. These are such times. You are such heroes.
Many of you have asked what you can do to win this war, and to insure that there will be no need for another one ever again.
Here is your answer:
On September 12, 2001, when airline flights were allowed to resume following the terrorist attack on the World Trade Centers, one captain, speaking from the flight deck to his passengers, told them the following:
“Ladies and gentlemen, this is your captain speaking. Now that the safety lecture is over, we’re about the take off now for the first time since the Twin Towers in New York were destroyed by hijacked airplanes. We haven’t been given any instructions from the FAA about what we should do if someone tries to hijack our plane, or been provided with any extra security on board. So, we’re kind of on our own here in uncharted territory. I just wanted to say thanks for flying with us and tell you that IF anyone should stand up and try to take over this plane, I want you to pick up whatever you have handy, your pillow, blanket, tray table, book, newspaper, magazine, or whatever and throw it at his head and keep throwing things at him until you can jump on him and beat him until he stops wiggling and hold him down until the flight crew can take him into custody. I assure you, no one is going to hijack THIS flight because no one or two or even five men can stand against the efforts of all the rest of us working together to stop them. Thanks for flying with us today and we hope you enjoy the flight.”
THIS is your strategy and tactic! “Throw something at his head!” This gives you the advantage of range over the opponent. If he can't reach you, he can't hit you. It also gives you the advantage of surprise. Whether you throw to the face or from the side where the peripheral vision will pick up the motion, either way, the instinct to protect the eyes will cause the target to raise his hands and turn his face to avoid the impact of even an handful of sand. This provides the opportunity to either run away or take advantage of his temporary blindness and subdue him. Even in close quarters this tactic is effective and non-lethal. The perfect self-defense.
Please understand- We are NOT training secret squads of amateur paramilitary wannabees with secret handshakes and club meetings and uniforms and oaths, that become cults of personality.
We are empowering individuals to defend themselves and their nation with as little violence as possible. Not to march in a rote line or obey orders without question or pause, nor step onto the battlefield to wage war on anyone. We are the “counter lone wolf terrorist response team.” Self-motivated, self-trained according to our desire and will, just as “they” supposedly are. And, we are waiting…
Waiting for the enemy to appear. Waiting for the terrorist, self-taught or schooled at some covert training center, to draw his weapon and commence his attack. Then we will act, and we will stop him.
We will throw something at his head and toss a blanket over him and hit him with a stick until he surrenders. Because:
“We Pledge Allegiance to the Flag of the United States of America and to the Republic for which it stands. One Nation under God, indivisible, with Liberty and Justice for All…”
And, as Citizens, we will NOT allow these attacks to continue!
Mahatma Ghandhi once said that unifying his people so that all might enjoy the fruits of liberty, equality and justice was a cause he could die for, but not one he would kill for. As Citizens of the United States of America and self-appointed volunteers of the Home Guard, we pledge ourselves to non-violence.
LET NO MAN TAKE A LIFE IN OUR NAME!

The only good thing about a war is when it is over. The sooner the better. The purpose of war is to kill the enemy and break his toys. There is a great Evil loose in the world today. When you encounter it, do your worst. THIS is your opportunity. THIS is what you have trained for when you didn’t know why. THIS is the call you have been waiting for. Because whatever there is of Destiny and Fate and Free Will there may be was calling you to this Great Challenge, to save the world!
This American Home Guard Manual takes this chaos as merely a momentary transition into a time of peace and enlightenment. But, the price will be high.
